On 17 January, the SPICE project will host a workshop day on the legal and technical aspects of the procurement of innovation in the urban mobility context. There will be two parallel streams in the workshop, focusing on the 1) legal aspects of procurement of innovation and 2) procurement of electric vehicles (EVs).

Procuring R&D and procuring innovation are two different things when it comes to the legal aspects. In this workshop, we look at the difference between procurement of R&D and procurement of innovation and go through the basic EU legal framework for procurement of innovation with an emphasis on the new procurement procedure ‘innovation partnership’ – balancing in the zone between procurement of R&D and innovation. In the workshop, we also take a closer look at different approaches to procurement of innovation and how to utilise the approaches in procurement processes.
We will also go through a selection of “hard questions” related to procurement of innovation with a view to sharing best practices, ideas and knowledge on different aspects of procurement of innovation. Questions that will be looked at include:
- How to include innovative aspects in contract award criteria?
- How to handle need based (open) specifications when drafting your award criteria?
Electric Vehicles workshop

The need for more environmental friendly fleet is in high political agenda in most European cities. There are a range of initiatives with the aim of assisting cities and public investors vehicle fleet move towards a lower carbon future.
However, there seems to be a number of barriers to be addressed before achieving a large scale deployment of new fleet. Some of the most significant barriers identified by public investors in switching to EVs were the limited variety available in the market, the cost of purchase, infrastructure investments for charging stations, etc.
In this regard, addressing the procurement aspects for increasing the uptake of EVs, is another aspect that needed to be address by public investors.
During this workshop SPICE project will provide a practical set of technical and procurement relates aspects and discuss it with experts on how can we in fact address these uncertainties and fast pace of development. This practical set is to be shared with stakeholders involved in procurement of Alternative Fueled Vehicles.
